Setup project build in winform project upgraded to Visual Studio 2015

In upgrading an internal company app to visual studio 2015, I could not get the setup project to build properly.  It kept crashing with an error that it couldn't find the installer modules.  It was looking for the installer module for XP, Win2K, Win2003 etc.  As it is an internal application and I do not need any of these installers I deleted them from the prerequisites. 
Right click on the setup project, properties , click on prerequisites, deselect windows installers.
